Your Driveway Is Flaking: What Scaling Actually Means

Surface flaking on Cleveland concrete has a specific cause and a specific set of fixes. How to tell whether yours can be resurfaced or needs replacing.

The surface of your driveway is coming off in flakes, exposing the stone underneath and leaving a rough, pitted finish. There is a name for this and a well-understood cause.

Scaling, defined

Scaling is the loss of the surface layer of cement paste from a concrete slab. It typically starts in patches, spreads, and progressively exposes the aggregate. It is the signature concrete failure in Northeast Ohio.

It is distinct from a few things it gets confused with:

Spalling generally refers to larger pieces breaking away, often over reinforcement or at edges and joints.

Pop-outs are small conical craters caused by an individual aggregate particle near the surface absorbing water and fracturing.

Crazing is a network of very fine surface cracks, usually cosmetic and not structural.

What causes it here

Two forces, working together. Water absorbed into porous concrete freezes and expands, generating internal pressure that fractures the paste. Road salt tracked onto the slab pulls in additional moisture and increases the number of freeze-thaw transitions the surface experiences. Cleveland delivers dozens of those cycles a winter.

Whether a given slab resists that or surrenders to it comes down to how it was made. The freeze-thaw guide covers the mechanism fully, but the short version is:

  • No air entrainment. The microscopic air voids that give freezing water somewhere to go. Without them, exterior concrete in this climate is on a countdown.
  • Too much water in the mix, often added at the truck to make placement easier, which weakens the surface layer specifically.
  • Finishing errors, particularly working the surface while bleed water is present, which creates a weak skin.
  • Inadequate curing, letting the slab dry too fast so the surface never reaches its potential strength.
  • Deicer applied during the first winter, before the concrete had reached full strength.

Notice that all five are decisions made during construction. Scaling is almost always a manufacturing outcome revealed years later by the weather.

Can it be fixed?

The deciding question is whether the slab underneath is structurally sound.

If the concrete is flat, solid, and free of through-cracks, a resurfacing overlay works well. A thin cementitious layer bonds over the existing slab, restoring a clean surface and covering the scaling. It can even be stamped or colored. This costs a fraction of replacement.

If the slab is cracked through, heaved, settled unevenly, or pumping water when a car crosses it, an overlay will crack right along with it. That is a base failure, and the fix is replacement.

Stopping it from getting worse

Whatever path you take, scaling accelerates once it starts, because a roughened surface holds more water. Two things slow it:

Sealing. A penetrating sealer reduces water and chloride absorption. It will not reverse existing damage, but on a slab that is still mostly sound it meaningfully extends life. Reapply every few years.

Stop using salt on it. Sand provides traction with no chemical attack. If you must use a chemical, calcium magnesium acetate is the gentlest option on concrete. Avoid anything containing ammonium sulfate or ammonium nitrate entirely, since those actively attack concrete.

Getting a new slab right

If replacement is where you land, the specification is what prevents a repeat: air-entrained concrete at 4,000 psi or better, a compacted aggregate base sized for Cleveland clay, proper thickness, planned control joints, a real curing plan, and no deicer for the first winter.
